So, what will the Roads and Grounds Maintenance Program Manager at Terrestris do?

As the Roads and Grounds Maintenance Program Manager, you will be responsible for the planning, coordinating, and overseeing all roads, grounds, and exterior infrastructure maintenance activities at Fort McCoy. This role ensures the safe, reliable, and compliant operation of roadways, parking areas, training areas, and landscaped grounds in support of the installation’s mission, training requirements, and quality-of-life standards. The Program Manager provides leadership to maintenance staff and contractors, manages schedules and resources, enforces safety and environmental compliance, and serves as the primary point of contact for roads and grounds operations within the Directorate of Public Works (DPW) or contract organization.

What does a typical day look like for the Roads and Grounds Maintenance Program Manager?

You will:

  • Serve as the primary point of contact with full authority over daily program operations.
  • Provide overall management and supervision of personnel, subcontractors, and resources supporting Roads and Grounds services.
  • Coordinate with stakeholders to prioritize work, resolve issues, and support mission requirements.
  • Ensure 24/7 emergency response capability and act as the after-hours point of contact when required.
  • Oversee preparation, submission, and execution of all required plans, reports, and deliverables.
  • Monitor performance and ensure quality control, safety, environmental, and security compliance.
  • Lead corrective actions for deficiencies and ensure timely resolution of CARs.
  • Participate in conferences, performance reviews, and required coordination meetings.

What qualifications do you look for?

You might be the professional we’re looking for if you have:

  • Authorization to work in the U.S. permanently without sponsorship.
  • A High School diploma or equivalent.
  • A minimum of five (5) years of experience in base support management, with direct roads and grounds maintenance experience servicing a municipality or installation.
  • Ability to supervise, resolve conflict, and communicate effectively.
  • Working knowledge of pavement maintenance, grounds operations, snow removal, and heavy equipment usage.
  • Familiarity with safety regulations, environmental compliance, and quality control practices.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to work both in an office environment and in the field, including all weather conditions.

We are extra impressed by folks with:

  • Experience supporting U.S. Army, DoD, or federal installations.
  • Knowledge of DPW operations and work order management systems.
  • Budget development and contract oversight experience.
  • Relevant certifications in facilities management, project management, or safety.
